Finish SLA system for tickets #7

SLA policies can currently be set up and SLAs are started/closed when changing the group of a ticket. We still need to:

  • Start/close SLAs based on ticket status changes.
  • Notify the assignee when an SLA is breached.
  • Track agent performance, including the percentage of tickets with SLA breaches per agent.
