Add setting to disable robots indexing

We need a configuration setting that allows us to control whether the Help Center is indexed by search engines. When enabled, this setting should prevent indexing by applying a noindex directive via meta tags or robots.txt. This is especially useful for private or internal Help Centers that shouldn't appear in Google search results.
