Adjusting Flash size/Partition size in PicoForge

Proposed Feature

This feature proposal is to add a way to be able to adjust the Flash size, the partition sizes, and possibly the limit of residential keys.

Is your feature request related to a problem?

In the hopes of reducing the amount of firmwares that needs to be built for the RP2040/RP2350 devices, these settings should hopefully allow more customization of the devices. It should also have the side effect of being able to support other custom RP2040/RP2350 devices that are not in the official SDK.

How would this improve the user experience?

This will help with getting a device set up much easier, as it will now only require the base firmware + PicoForge to fully set up a device to one's liking.

Proposed Hardware/Firmware Impact

This will require change to the underlying pico-fido firmware as part of the effort to reduce the amount of firmwares needed to be built every update.
