PicoForge Frontend UI update from 4.0 makes Windows 10 the minimum requirement

I just wanted to mention, in case that went unnoticed that the framework switch merged in 4.0 prevents PicoForge >3.1 from running on Windows 8.1 (not sure if it ran on Windows 7)

I'm able to install it normally, but when launching it I get an error about a missing icuuc.ddl file, which appear to be part of some Unicode API only available in Windows 10+

I don't know if the Unicode API is needed or simply included by default by Rust or the Windows SDK, but if it can safely be skipped, it would allow running newer versions of PicoForge on older hardware.

It's not a show-stopper obviously as 3.1 can be used.

1. Windows 8.1 is EOL; users should not expect support from LibreKeys. However, if users do find a fix for some issues on EOL operating systems, they are welcome to open a PR with the fix.

2. You can try installing these if they can fix the issue:

   I would suggest to download and install all of them, but installing the latest, 2015, 2013, 2012 and 2010 should be enough.

3. Version 3.1 of the LibreKeys PicoForge application has many bugs that were resolved in future versions. It also does not support v7.4 of the PH's PicoFido firmware, while v7.4.2 of the LibreKeys PicoFido firmware is supported to a limited extent.

[EDIT] Also the latest version of the application uses its own rendering engine, instead of using the webview. So it needs vulkan support on the GPU side. Make sure your pc has vulkan support.
