I just wanted to mention, in case that went unnoticed that the framework switch merged in 4.0 prevents PicoForge >3.1 from running on Windows 8.1 (not sure if it ran on Windows 7)

I'm able to install it normally, but when launching it I get an error about a missing icuuc.ddl file, which appear to be part of some Unicode API only available in Windows 10+

I don't know if the Unicode API is needed or simply included by default by Rust or the Windows SDK, but if it can safely be skipped, it would allow running newer versions of PicoForge on older hardware.

It's not a show-stopper obviously as 3.1 can be used.
