cannot attach 64 raw generic cartridge?

This no longer works using latest 3.9 core and still works using standalone x64sc with these options:

lode runner (1983)(broderbund).m3u
#COMMAND:-ntsc -cart16 "lode runner (1983)(broderbund).bin"

... the log shows the invocation correctly, but fails to recognize the command-line option cart16:

I can pass a different LodeRunner.crt ROM and it passes the autodetect feature, but is allowing for the raw format an oversight?
