interfaces: track network interface changes.

This does nothing unless the app needs specific interfaces, but if they do,
it will track them, collecting notifications to know when updates are needed.

Right now this is only used by NET_GetLocalAddresses(), but broadcast/multicast
support will make use of it, too.
