Active / complete alarms should not display in patient app home screen

Active alarms (i.e. created but have not gone off yet) and complete alarms (i.e. all task steps have been completed) should NOT be displayed in the patient app home screen.

Patient app home screen should only display records with UNACKNOWLEDGED and INCOMPLETE statuses.

Displaying records that have been missed or explicitly delayed is fine. Refer to state transition diagram from Issue #18
