Implement proof of concept static code analysis for submitted PRs.

## Overview

As part of CI/CD, we need to incorporate static code analysis. We will use Soniq Cube in the initial implementation.

## Deliverables

* Setup and kick-off static code analysis for submitted PRs.
* Document how this is done for future variations and support.
* Capture results.
* Update issue status based on results pass or fail.
