Should we inclue a default _version.py file?

When developing I got an error that pytrickle/_version.py did not exist.

This might have happened if pytrickle was ran without being installed.

There should be a valid fallback version, not sure if a static _version.py file is the way to go. Here's some docs for reference to the setuptools-scm which maintains this file https://setuptools-scm.readthedocs.io/en/latest/
