Improve revolution frequency harmonic selection for tune calculation

Look into number of harmonic and frequency value.

Will add number of harmonic to block of readings from tune measurement program in the control system. It can then be read from LNLS1Link in MML.

LNLS1Link will be modified to supply the values already converted to tune.
