Most likely a sixel issue, wondering whether this can be fixed, had this in my project as well, and the only way it could be fixed was adding a margin-bottom of one to the image

Seems like it is a sixel issue, but I'm not sure whether it affects TGP as well (I don't have a terminal to test that on)

Note the 9H to the left of the image in WezTerm, and a similar 7H in Windows Terminal. Those look like CUP (cursor positioning) sequences that have been corrupted somehow. That might explain the image being rendered in the wrong place, which then triggers a scroll which messes up the rest of the display.

If you can reproduce this in WSL, it might be useful to record a session with the script command, and try and see exactly what escape sequences are being generated at that point. You'll have to sift through a lot of sixel content, but searching for 9H (or whatever characters you see on the screen during your test) should help find the right area to investigate.

Otherwise, Windows Terminal also has a debugging feature called the debug tap, which will let you monitor the escape sequences in realtime in a split pane. Again it'll be difficult to see what's going on with all the sixel being generated, but you should also be able to search that pane to find the area you're interested in.
