make releases on d.org for older versions

Switching from localgovdrupal/localgov_core to drupal/localgov_core currently involves going from 2.13 to 2.14, which changes a number of dependencies such as drupal/metatag and drupal/field_group.

It releases were made on d.org for 2.13 and earlier, it would help the transition process.
