Add arguments for CLI run

Currently there are two monitoring consumers:

• web browser
• console

By default both consumers would be run.

In case user want use only one of them then other should not waist CPU/Memory resources.
Using --web or --browser should be only web monitoring server started.
Using --cli or --console should be only terminal/console output started.
