Moving mouse over transparent/click-through area results in lagging video

@gchilds When hovering (moving the mouse) over the click-through area, the video starts lagging extremely and the spinning pinwheel appears. That happens for videos in all windows, even for the normal chrome browser.

Sure, but I have just used loom's example project showing the initial bug. I just updated electron, added a video element playing a video and added this lib. That's it.

Added my changes in my fork and I was able to reproduce it on a MacBook Pro 2018.
