Set site title, description and footer links from backend

Is your feature request related to a problem? Please describe.
The current implementation has the site title and description hardcoded into the source code. While this works, it can be cumbersome for those who want to adapt the system for different events, branding, or environments.

Describe the solution you'd like
Utilize environmental variables or another way of setting this dynamically.

Question: Should this then be completely dynamic (page title for instance referencing event title etc), because environment variables would create seperate title/descriptions per environment, but not per page.

@meinte Not sure if I am answering your question, but the most important thing is to have the navbar title, frontpage title, frontpage site description and the footer links customizable for each deployment! The navbar and footer setting should be reflected on all pages hosted by that deployment!
