Could not initialize Steam client library!

All I get is this error when I launch the app. Nothing else pops out, nothing I can do. When I press OK it just closes.
I am using Windows 11, regular Steam (not beta) is running. Am I doing something wrong?

update: now the app just opens without this error. I have not updated anything and did everything same as before. Not sure what changed .

I just downloaded the app and i literally cannot open it due to said error
