Bug: When pool is full, user with an active reservation is unable to re-initiate their active reservation.

If a user retrieves an active reservation before the pool is full, gets disconnect, then attempts to go back to the RemoteLab web interface to get their existing reservation and the pool is full at that time. The user it then greeted with the pool full page and unable to get re-download their currently active reservation.

seems like maybe we need to check to see if user has that reservation BEFORE checking pool full event.
