Bug: error when approving entry previously marked as spam #4

BUG: clicking approve on an entry previously marked as spam (i.e. disabled user) yields APPLICATION ERROR 811 (user not found)
Partial fix in 39670f2 by @vboctor mantisbt/mantisbt#2160 (comment):
Approving a spammed entry is no longer allowed.
Problem is not fully solved.
After flagging entry as spam, moderator can click Reject, then Approve becomes available again and we're back with the same error.
