Export Tool - no validation on Countries, Access, Status

Regression testing end 2014; Arc 10.1, Windows 7. 

Question - unit testing suggests validation beyond checking for empty field, which is not performed, did we decide to remove this validation for the following fields?  
Countries (from xml)
Access (from list of values)
Status (from list of values)
