Toolbar does not recognise a cmf-specific `language_config.xml` file.

Expected Behavior

If there is a language_config.xml file present in the CMF, then it should be used by the Layout tool in favour of the built-in language config.

Actual Behavior

The Layout tool uses the built-in language config at all times. The language_config.xml file in the CMF is ignored.

Steps to Reproduce the Problem

1. Create a CMF.
2. Place the attached language_config.xml into the root of the CMF (this file only has Dutch and Spanish translations).
3. Open ArcMap and using the Config Tool to point to the root of the CMF.
4. Open a MapAciton template from the CMF.
5. Open the Layout tool and switch to the "Standard" tab.
6. View the list of available languages.
   

(I have attached a language_config.xml, renamed as language_config.xml.txt, so that I would preserve the encoding, and get around Github's limit on uploaded .xml files. You will need to rename this after downloading it).

I've done some initial exploration. Here are a couple of observations:

Encoding and endian-ness:

I tried different combinations of encodings for the language_config.xml file:

• UTF-16 Little-endian (Like the version in the source code)
• UTF-16 Big-endian (Like the version Claire sent through)
• UTF-8.

None of these appears to make any difference. I can't see anything in the source code that requires a specific encoding, though I've not checked the default behaviours of classes System.IO.StreamReader or XmlDocument. A couple of people have mentioned that it should be UTF-16.

Schema of the language_config.xml file:

It seems that the schema of this file has changed at some point. Some copies have five elements per language, whilst others have eight. This page uses both (see the difference between the table and the screenshot):

I've only looked briefly, but I can't see anything in the code that makes any fixed schema requirements (which is a good thing). Is there a "right" schema for this version of the toolbar?
