Improve install process so that the toolbox show in ArcMap by default

After the install process the "OSM Changes and DNC Tools" toolbox should show in ArcMap's ArcToolbox without requiring any additional steps by the end user.

Not sure how we'd do this? Is it something that can be saved in normal.mxt?
