loc-seeddata is producing poorly formatted YAML

The YAML produced by the seeddata-generator script is rather poorly formatted. We need to make sure it doesn't contain:

• Hashes #, which indicate comments and need to be properly wrapped in quotes
• Incorrect date formats. Some dates contain ! '[1715?]', literally

Also, some titles are just too long.
