Define the Margo "Gateway" capability Requirements #137

Feature description
Goal: Define the "Gateway" functionality the Margo Workload Management interface client can provide the ecosystem.
Provide adequate technical acceptance criteria(s) associated with this feature below:
- Described capabilities/configurations the device must comply with to enable "Gateway" device functionality.
- Define changes necessary to the management interface and the artifacts it transports
- Desired state changes
- device capability reporting changes
- workload deployment status changes
- Define what additional services the Gateway capable device enables for the devices it represents
- Define how the WFM assigns IDs to the devices which enables instance specific workloads to be assigned to devices behind the gateway
Although not required, it is highly encouraged to provide feature use-cases below:
- Nested Devices
- Support for limited network architectures at the edge
- Removes resource intensive services for devices running the workloads
