[Bug] Toolbar Icon does not show

Expected Behavior: Persistent Rotation button is visible on toolbar or Blizzy toolbar. Clicking it would toggle the PR window.

Observed Behavior: Persistent Rotation button does not appear on the stock or blizzy toolbars making the PR window permanently on screen.

Replicate:
Load a game in KSP 1.12.5 with PR Upgraded v. 1.9.1.8.
Launch a craft
Open Map View
Click the Settings button in the PR window.
Select "Toolbar" to show Toggle Visible button on toolbar.
Confirm using Toolbar Controller that PR is set to show in Stock toolbar.
(Extra)
Set PR to show in both Stock Toolbar AND/OR Blizzy Toolbar.
Add PR Toggle to Blizzy Toolbar.
-Button does not appear on Blizzy Toolbar
-If Blizzy Toolbar has no other buttons set to visible except PR the Blizzy Toolbar vanishes until it is removed from Blizzy via the Toolbar Controller or by setting PR back to "Always visible".
