[BUG] Empakaai Portrait Off-center in Mech Hangar Licenses

Describe the bug
In the Mech Hangar "add new mech" menu, the Empakaai's portrait is not centered on its head like the other frames.

To Reproduce
Steps to reproduce the behavior:

1. Install SSMR data
2. Open a pilot
3. Navigate to Mech Hangar, select "Add New Mech"
4. Unlock mech choices with the toggle
5. Scroll down to the Empakaai
6. See error

Expected behavior
The Empakaai's picture should be showing its head, rather than its chest, like the other frames.
