Tracking Board: Persist User State for Next Log-in

Description
If a user collapses the 'Waiting Room' or 'In Exam' room sections of the tracking board and logs out of the application, persist user state for future log-ins.

Example: If a user collapses the 'Waiting Room' section and logs out. The next time they log-in, the 'Waiting Room' section of the tracking board will be collapsed.
