I think it's just linked in the Element UI, possibly being acquired from the homeserver through an API method, or hardcoded

Looking at our reverse proxy, we should be rerouting requests from ^/identity-server-privacy-notice-1$ to https://element.io/identity-server-privacy-policy (which is a live URL).

Wait, I don't follow. Is this a m.org or element policy? If it's an element policy, is it for an element service or a m.org service? If it's for an element service, why would it use a m.org domain in the first place? If it's for a m.org service, why is it an element privacy policy?
