Build failure on case sensitive a file system.

What steps will reproduce the problem?
1. Build the project on case sensitive a file system.

What is the expected output? What do you see instead?

Successful build. Build failure caused by lowercase URL in .resx file.

What version of the product are you using? On what operating system?

svn r40

See attached patch, that is supposed to fix the build failure.
