feat: Implement data store for tracking unpacked images

Just adding this here as this is blocking the ls command.

Do we currently know what we want in terms of technical impl details for this?

@joshua-mo-143 sorry for the late reply, we are going to need to implement a key value store first to keep track of the docker images that were pulled so when we perform an ls command we can then scan through the key value store on what was pulled and where it was
