Wrong production of second product in high acceleration multiplier

Issue description

Machines will produce more second product in high acceleration multiplier
lostmyself8/Mekanism-Extras-neoforge#18 (in Chinese) have a further explanation

Steps to reproduce

1. Set speed upgrade's acceleration multiplier to 12800
2. Input 64 torches in precision sawmill
3. Output 16 sticks and 256 coals

Mekanism Extra 1.2.6.1
(Uses Mekanisms Extra 1.2.6.1 for enabling 64 parallel processing, but the author tested this and find it is the problem of Mekanism)
