CI contact in iso-to-mmd

There are 2 separate entries that can be mapped to personnel:

1. gmd:contact

• this by definition: The responsible party for the metadata content. Best Practices: The organisation directly responsible for the metadata maintenance.)
• In inspire at least one role pointOfContact is mandatory.

2. gmd:identificationInfo/gmd:MD_DataIdentification/gmd:pointOfContact/gmd:CI_ResponsibleParty

• this by definition: The identification of those responsible for the resource and the party’s role in the resource. Identification of, and means of communication with, person(s) and organization(s) associated with the resource(s)
• Organisation and email are mandatory in Inspire.

it seems we are doing a role mapping only for the gmd:contact while setting the CI_ResponsibleParty to Investigator.

Although there is a huge variation between providers, we should do a parsing of roles also for the second means of providing personnel.
