Command line popup

Description

I don't know if it's difficult to implement, or if it can be done with a plugin. But how about making the command line as a popup centered at the top, as it is done in Sublime, Vscode, Atom editors?

I don't see any reason to move it but #3733 would make it relatively easy to do in a plugin. Without that PR your best option would be to modify the view objects of buffers (similar to what @usfbih8u's micro-autocomplete-tooltip plugin does) but that approach has some limitations when it comes to overlapping buffers (#4012) and styling.

But none of them is a terminal text editor, right?
Currently it isn't planned to do such a rework of the whole UI.
