Remove [NoComposition] restriction for winui3 #1010
Description
Since winui3 uses a lifted compositor, is it possible to relax the restriction for winui3? From the API reference for WinUI3, those effects tagged as [NoComposition] still looks exactly the same as to UWP's reference.
