Do not have "flash device" menu item. Getting started section is rather poor for newcomers. #700

I don't have "Flash firmware" in the menu.
The "getting started" part of docs is focused on simulator. The only info about hardware connection I've found - is in the video.
I think device-explorer-actions should be moved to a new category "connect hardware" placed before or after "simulation" and be rewritten properly - at least, it should be mentioned, that device should be flashed before connection.
Otherwise my particular situation is really frustrating for newcomers - IDE for some reason lacks a menu item through which you supposed to connect hardware and the docs are not showing it - so you even unaware of it's absence.
