Difference between FHIR Schema Manager and SQL Server Schema Migration tool #5305

Question
The Schema Migration Guide mentions two different tools which can be used to migrate the SQL Schema version.
What's the difference between these tools, and should one be preferred over the other?
FHIR Schema Manager seems like the newer tool with more flexibility in authentication methods for example. I believe that it also bundles the migration scripts which allows it to be used stand-alone without a running FHIR Server application. Is this correct?
