`deploy_plan_get` is getting called when deploying just a storage account and requiring `--target-app-service`

Describe the bug

I'm deploying just a storage account and deploy_plan_get is requiring --target-app-service, but that's not relevant for my scenario.

Expected behavior

Either --target-app-service is not required (along with other params that are not relevant)
Or deploy_plan_get is not called in this scenario

Actual behavior

Prompt: I want to deploy a storage account in Azure where I will store pictures using IaC
