Issue Description
SRE Agent did not process a Restricted CRI incident as expected.

We configured the incident in ICM with the MSI Restricted User role and created the corresponding response plan. However, when the Restricted CRI incident was created, SRE Agent did not pick up or handle the ticket.

Steps to Reproduce

  1. Configure an incident in ICM as a Restricted CRI incident.
  2. Assign or configure the MSI Restricted User role in ICM.
  3. Create and associate the corresponding response plan.
  4. Trigger or create the Restricted CRI incident.
  5. Observe SRE Agent behavior for the created incident.

Expected Behavior
SRE Agent should detect and process the Restricted CRI incident according to the configured response plan.

Actual Behavior
SRE Agent did not process or handle the Restricted CRI incident, even though MSI Restricted User role was configured in ICM and the corresponding response plan was created.
