[Automation Problem]: Pull request can't be automatically merge

I've submitted several pull request and most of them were accepted by moderators with explicit approval. But @microsoft-github-policy-service[bot] can't automatically perform the merge. The bot keep removing and then readding Validation-Completed Validation passed to the pull request, with infinitely mention me even if I manually unsubscribe the pull request.

I think it's unexpected. What's wrong with the bot? 😕
