Consider adding a requirements for recipes

Hi,

When I used the hyperparameter tuning recipe, I found it useful to create a conda virtual environment in which to run the shell scripts and notebook. I used it to pin the versions of the various packages I installed, including azure and azure-cli. Perhaps this would be a good addition to the repo?
