Use SemVer #10
Description
Use SemVer (like everyone should), and immediately bump to 1.0.0-dev since I am working on backwards-incompatible changes.
This will require abandoning the notion that 1.0.0 would be exposing the complete LibTomCrypt functionality, but that is an artificial goal that does not make much sense.
