Prepare for real-world development

As developer I can prepare the development environment so that *the string-rota project is ready for further development in the real-world RSNO setting.

Acceptance Criteria

• DEISE API is established as a credible API for project purposes
• RSNO current IT infrastructure is sufficiently understood for potential future deployment
• All necessary relationships are established within RSNO and DEISE for potential future deployment
• Initial Development costs are understood and agreed
• Codebase is cleaned up and made ready for development
• Project is deployed and accessible by colleagues for testing
