Ability to enable/disable ASR with commands

Maybe this is already possible and I missed something because there is an option start_when_answer in TranscriptionOption. But I haven't found relevant commands to do this.

Basically I want to stop asr when I refer the call - I don't need to transcribe dialog of client with operator. And after operator hanged up the call - I want to start it again to handle "please rate this call" scenario.

pause_parent_asr helped a lot. But ideally there should be at least option to start ASR after call started without it - because there may be multiple call handling schemes.
For example I don't need ASR in DTMF menu, but in some states after DTFM I want to start it.
