Video Stutter

I am getting stuttering on the video for my stream in FTL(tachyon). When I use OBS there is no stuttering at all. When the video stutters on FTL(tachyon) my audio is still clear and suffers no ill effects. It started in the last 2 days, before that tachyon was working fine. I have tried everything and until I checked the stutter with OBS I thought it was my computer or my ISP.

CPU: i4790K 4 GHz
Ram: 32GB
Video Card: EVGA GTX 980 Ti
Keyboad: Roccat ISKU FX
Headset: Astro 40
Microphone: Blue Yeti Pro
Mouse: Old Microsoft Trackball
Monitors: LG and Samsung 22"
Webcam: Logitech HD Pro C920
Pupcam: Logitech HD c615

Ok used the OBS+FTL on the FTL setting. I am not getting the stuttering, but I do have a 3-5 second delay. It is much better than the 20-40 sec with regular OBS, but it is not quite the amazing quality of .2 seconds.
