Parameters for odmActions

We need to decide the best way to represent arguments for actions. Currently "odmData" is being used, but I assume that should be used for data reuse representation within the same file.

Currently, an Action's data constitutes it's arguments, but I see your point that we may want a term that is more explicit about input parameters arguments to an action. The interesting question comes up about input vs. output parameters...
