Kernels for scipy.special statistical functions

Is there appetite for PRs adding metal kernels of scipy.special functions used in probabilistic programming, such as:

• erfcinv
• bessel_ive
• bessel_kve
• betaincinv
• igammainv
• gammainccinv
• psi
• polygamma

Context: I'm a dev of pymc/pytensor, we're interested in expanding MLX support as a compute backend for bayesian models. These functions are important for computing the logp of various distributions.

There are actually some pending PRs for adding the scipy APIs: #3193, #3181, #3156. I think it would bloat if we add them all as core APIs, but it should make sense if we put everything under a speical sub-module, like jax.scipy.special and torch.special. @angeloskath

It looks like the linked PRs are just putting the new Ops in the main namespace. If there's a decision on how things should look, where they should go, and that these functions are in scope for the project, I'm happy to open PRs to contribute.
