[FEATURE]: accepting webhooks or webservices from Divera

Accepting webhooks from Divera. Aim is to cut the permanent polling for new data and poll only upon an open alarm.

Options:

1. Divera can call webhooks upon alarm creation. Offer a webhook via HA-REST-API. Issue: Webhook-endpoint needs to be reachable externally.

2. Any local device calls the webhook locally. i.e. any installed Divera-Monitor-App, any other Divera integration, etc... So the webhook-endpoint need to be reachable locally only.
