[Operations] Test rate limits on testnet (including high volumes)

• Rate limits must be tested on Movement testnet.
• This must include high volumes (millions) of MOVE transferred, in various time windows.
• We can use the front end UI for this.
• We'll need BSC testnet BNB (most of us already have it).
