[Task]: Clean-ups once customs run as a webhook

Description

Once we use customs executed as a webhook, we'll be able to deprecate the CUSTOMS constant. We will also be able to remove the CUSTOMS_* settings, as well as the code gated by the enable-customs waffle switch.
