Close out image test. New test: ordering of donation amounts

So (see Slack fundraising channel), the img-a test (guy teaching kids at MozFest) provided a slight lift to donation conversion and average gift size; let's standardize on this as the new control.

Next test: Re-order the donation buttons. They're currently largest to smallest; according to lading page best practices I learned at the NIO Summit, this should be reversed. So -- let's test it! For all locales, control will be the current setup of largest to smallest, versus the test of ordering smallest to largest.

I've removed the old test, but the re-ordering of the buttons still needs to be implemented @Pomax. Make sure to not run TrafficCop on IE11.

I'm trying to get this implemented and while it's really easy to add in the code for ordering the buttons, I can't for the life of me get localhost dev to actually load the css etc. necessary to see what the site looks like. I'm getting 403 forbidden and no clues whatsoever on where to start looking to turn whatever is preventing CSS from loading to just ... work.
