Session restore + opening a link when tofino a default browser results in 2 windows

While this may be expected, it's still a bit confusing.

STR:

• Have tofino has default browser, closed with a session waiting to be restored
• Click a URL

ER: Session is restored with the recently clicked URL the newest tab
AR: Two windows are opened, one with clicked URL in a tab, and another with the session restored

I'm not sure what I'm actually expecting, I'm sure there are other acceptable outcomes, but the 2 windows are on top of each other, and I'll wind up in the session restore window at some point and get confused. But I'm also not a user who users multiple browser windows, really.

I'm fairly sure that FF/Chrome add the clicked URL to the existing window.
